Subject: Customs Rules Applicable for Empty Containers Gated Out for External Stuffing

This refers to email notifications issued by Customs Directorate on 25th September 2023, followed by a revised one on 2nd October 2023, in connection with control measures being introduced by customs for empty containers being gated out of KBSP.

As per the same, effective from Sunday 8th October 2023, the following procedure shall be adhered to by respective transporters who receive empty containers from Terminal for stuffing export cargo at Shipper’s premises.

  • All empty containers must go through Customs scanner (customs will allocate separate lane for empty container scanning).
  • Shipping lines to ensure that the discharge list for empty containers is shared with the customs. Kindly refer to separate advice to all shipping lines from BSAA in this regard. The requirement for filing of bayan for empty containers being gated out has been withdrawn by the customs. Please seek confirmation from Customs as containers are being updated in Customs system.
  • Scanning will be carried out without any cost. However, in the event if Customs instruct not to gate-out any empty containers, 2 shifting and 1 data amendment will be billed to respective container operator.

We would request all transporters to strictly adhere to the same without any exceptions.
